Fire-Stopping

Each apartment renovation that includes plumbing work needs to be inspected for adequately installed fire-stopping systems. This inspection is required by NYC DOB and shall be performed by NYC DOB registered Special Inspection Agency (SIA). 


Lenka Ilic Architecture D.P.C. is a NYC DOB SIA, with Technical Director Lenka Ilic, RA. 


Lenka wrote an overview of what it takes to prepare for a Fire-Resistant Penetrations and Joints (FireStop) BC 1705.17 Inspection. 


“General Contractors working on the NYC existing buildings may encounter concealed conditions when it comes to addressing fire-stopping requirements. Most times future fire-stopping locations are canceled in wall partition cavities, and not visible till post-demolition phase. Like in any other industry, the success of executing a task depends on how dedicated parties involved are. 


Having an entity on the project that is an Architect of Record and a NYC DOB Special Inspection Agency simultaneously is beneficial for the project and allows Special Inspector’s early involvement on observing the future fire-stopping locations together with the General Contractor to allocate design solutions that fit each specific context. 


NYC existing buildings are full of unforeseen complexity when it comes to fire-stopping design, from asbestos presence in pipe insulation to large openings in structural concrete slabs. 


We have a work relationship with HILTI and their technical team, and work closely in obtaining HILTI Engineering Judgment (EJ) Details for fire-stopping locations that are atypical and need to be examined by the fire-stopping system manufacturer (HILTI). We jump on a zoom call or meet in person on the site with HILTI and General Contractor, and as a team brainstorm each unique scenario. We are grateful that a technical support and expertise from HILTI is available to us; it is crucial in allocating design solutions. It is important that all the parties are involved in the process, as the General Contract could advise on the means and methods of execution as systems are being considered. 


Even the NYC DOB only requires the Special Inspector to inspect the installed systems for conformance with contractual documents, we take a step further and convey the dialog that ultimately yields efficient solutions. Having a Special Inspector involved in early phases of system selection discussions ensures much needed support to the General Contractor, and minimizes room for unwanted surprises during inspections, which in construction translate into delays and additional construction cost.
